In its petition, Charter Communications seeks consent to sunset two conditions related to its merger with Time Warner Cable Inc. and Bright House Networks, LLC. The comment period originally closed on August 6. The Commission later created an additional opportunity for parties to file comments which closed on September 2. Staff is now reviewing the record. Your letter expresses concern about a comment filed by a non-profit organization in support of Charter Communication's petition. The ECFS allows any interested party to file comments on matters before the Commission. Our focus is to encourage participation so that the Commission has a fulsome record on which to make its policy decisions. The staff then reviews comments to ensure that the substance of the comments bear on the legal and public policy issues presented in the proceeding. Our review is based on the probative value of the comments based on the commenters' familiarity with the issues in the proceeding.
