Communications Status Report for Areas Impacted by Tropical Storm Henri August 23, 2021 The following is a report on the status of communications services in geographic areas impacted by Tropical Storm Henri as of August 23, 2021 at 12:00 p.m. EDT. This report incorporates network outage data submitted by communications providers to the Federal Communications Commission’s (FCC) Disaster Information Reporting System (DIRS). Note that the operational status of communications services during a disaster may evolve rapidly, and this report represents a snapshot in time. The following counties are in the current geographic area that is part of DIRS (the “disaster area”) for today’s report. Connecticut: Fairfield, Hartford, Litchfield, Middlesex, New Haven, New London, Tolland, Windham Massachusetts: Barnstable, Berkshire, Bristol, Dukes, Essex, Franklin, Hampden, Hampshire, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, Worcester New York: Nassau, Suffolk Rhode Island: Bristol, Kent, Newport, Providence, Washington 1 911 Services The Public Safety and Homeland Security Bureau (PSHSB) learns the status of each Public Safety Answering Point (PSAP) through the filings of 911 Service Providers in DIRS, reporting to the FCC’s Public Safety Support Center, coordination with state 911 Administrators and, if necessary, direct contact with individual PSAPs. No PSAPs are reported as being affected. Wireless Services The current status of wireless communications services and restoration by county is shown by the following map. The following table provides cell sites out of service by county. There are 0.5% of the cell sites out of service in the affected area. The information shown was provided by the signatories to the Wireless Network Resiliency Framework Cooperative Agreement. 2 Connecticut Cell Cell Sites Out Cell Sites Out Cell Sites Affected Cell Sites Sites Percent Due to Due to Out Due to State Counties Served Out Out Damage Transport1 Power CT FAIRFIELD 802 0 0.0% 0 0 0 CT HARTFORD 896 0 0.0% 0 0 0 CT LITCHFIELD 271 0 0.0% 0 0 0 CT MIDDLESEX 257 0 0.0% 0 0 0 CT NEW HAVEN 795 0 0.0% 0 0 0 NEW CT LONDON 399 1 0.3% 0 0 1 CT TOLLAND 185 0 0.0% 0 0 0 CT WINDHAM 180 2 1.1% 0 0 2 TOTAL 3,785 3 0.1% 0 0 3 Massachusetts Cell Cell Sites Out Cell Sites Out Cell Sites Affected Cell Sites Sites Percent Due to Due to Out Due to State Counties Served Out Out Damage Transport Power MA BARNSTABLE 300 0 0.0% 0 0 0 MA BERKSHIRE 183 0 0.0% 0 0 0 MA BRISTOL 430 2 0.5% 2 0 0 MA DUKES 40 0 0.0% 0 0 0 MA ESSEX 621 0 0.0% 0 0 0 MA FRANKLIN 102 1 1.0% 1 0 0 MA HAMPDEN 393 0 0.0% 0 0 0 MA HAMPSHIRE 176 1 0.6% 0 1 0 MA MIDDLESEX 1,522 4 0.3% 0 4 0 MA NANTUCKET 21 0 0.0% 0 0 0 MA NORFOLK 680 1 0.1% 0 0 1 MA PLYMOUTH 464 1 0.2% 0 1 0 MA SUFFOLK 938 4 0.4% 0 4 0 MA WORCESTER 828 5 0.6% 2 3 0 TOTAL 6,698 19 0.3% 5 13 1 1 These are cell sites that are out due to issues with the (typically wireline) networks that route communications traffic to and from the cell sites. 3 New York Cell Cell Sites Out Cell Sites Out Cell Sites Affected Cell Sites Sites Percent Due to Due to Out Due to State Counties Served Out Out Damage Transport Power NY NASSAU 874 9 1.0% 8 1 0 NY SUFFOLK 1,151 18 1.6% 4 12 2 TOTAL 2,025 27 1.3% 12 13 2 Rode Island Cell Cell Sites Cell Sites Out Cell Sites Affected Cell Sites Sites Percent Out Due to Due to Out Due to State Counties Served Out Out Damage Transport Power RI BRISTOL 38 0 0.0% 0 0 0 RI KENT 135 1 0.7% 0 1 0 RI NEWPORT 86 3 3.5% 0 2 1 RI PROVIDENCE 541 3 0.6% 1 2 0 RI WASHINGTON 205 9 4.4% 0 4 4 TOTAL 1,005 16 1.6% 1 9 5 The number of cell site outages in a specific area does not necessarily correspond to the availability of wireless service to consumers in that area. See Improving the Resiliency of Mobile Wireless Communications Networks, Order, 31 FCC Rcd 13745, para. 10 (2016) (recognizing the difficulties in accurately depicting the ongoing status of a wireless provider’s service during emergencies). Wireless networks are often designed with numerous, overlapping cell sites that provide maximum capacity and continuity of service even when an individual site is inoperable. In addition, wireless providers frequently use temporary facilities such as cells- on-wheels (also known as COWs), increased power at operational sites, roaming agreements, or take other actions to maintain service to affected consumers during emergencies or other events that result in cell site outages. Cable Systems and Wireline (Combined) Cable and wireline companies reported the following number of subscribers out of service by state in the disaster area; this may include the loss of telephone, television, and/or Internet services: Connecticut Massachusetts New York Rode Island 7,648 1,321 4,573 13,167 4 Broadcast: Television stations status: • 12 TV stations reported being operational (WBZ-TV, WDMR-LD, WFSB, WFXT, WJAR, WLNE, WLNY- TV, WNBC, WNJU, WSBK-TV, WUNI, WVIT). • No TV stations reported being out of service. FM Radio stations status: • 4 FM radio stations reported being operational (WFRS, WHAV-LP, WJVC, WPTY). • No FM radio stations reported being out of service.
