Dear Mr. Lipman: 
 
This responds to your letter dated December 14, 2021, on behalf of China Telecom (Americas) 
Corporation (“CTA”), requesting a meeting regarding the regulatory status of CTA’s non-MVNO 
services. 
  
As our previous letter conveyed, CTA has not provided the detailed and verifiable factual support needed 
for the Commission to evaluate the claim that all of CTA’s non-MVNO services are provided as private 
carriage.  CTA still has not done so.  Accordingly, we do not believe it is appropriate at this late date to 
accept your request for an in-person or telephonic discussion.
