                                  O R D E R

      Upon consideration of the emergency motion for a stay filed in No. 22-1054, the
opposition thereto, and the reply; and the order filed on December 14, 2021, directing
that No. 21-1233 and No. 21-5215 be scheduled for oral argument on the same day
before the same panel, it is

      ORDERED that the motion for a stay be denied.  Petitioners have not satisfied
the stringent requirements for a stay pending court review.  See Nken v. Holder, 556
U.S. 418, 434 (2009); D.C. Circuit Handbook of Practice and Internal Procedures 33
(2021).  It is 

      FURTHER ORDERED that No. 22-1054 be scheduled for oral argument on the
same day and before the same panel as No. 21-1233 and No. 21-5215.

      The Clerk is directed to enter a briefing schedule.
