Also on the panel were Commissioners Brendan Carr and Mignon Clyburn. Commissioner Simington shared his thoughts on various topics. He discussed the opportunities for new uses of spectrum that improved receiver performance would allow. He emphasized the importance of close collaboration between the FCC, NTIA, and the fifty state offices that will be implementing the BEAD program. He also discussed ideas for reforming the Universal Service Fund in light of changing technologies and Congressional policies.
