SAT-MPL-20220311-00029 E S2978 Space Norway AS Modification to PDR/PPL Granted in Part/ Deferred in Part Effective Date: 02/23/2023 Nature of Service: Fixed Satellite Service On February 23, 2023, the Satellite Division granted in part and deferred in part the request of Space Norway AS for modification of its grant of U.S. market access for a two-satellite, non-geostationary satellite orbit system licensed by Norway. The Division approved the updated orbital and technical parameters and orbital debris mitigation plan, and removed the 10.7-12.7 GHz (space-to-Earth) and 14-14.5 GHz (Earth-to-space) bands to reflect Space Norway's surrender of these frequencies. See Satellite Policy Branch Information, Public Notice, DA 22-420 (rel. Apr. 15, 2022). The Division deferred action on Space Norway's request for waiver of sections 25.164(b)(1) and 25.165(c) of the Commission's rules, 47 CFR §§ 25.164(b)(1), 25.165(c). SAT-STA-20221228-00180 E S3069 Space Exploration Holdings, LLC Special Temporary Authority Grant of Authority Effective Date: 02/17/2023 On February 17, 2023, the Satellite Division granted, with conditions, the request of Space Exploration Holdings, LLC (SpaceX), for a period of up to 60 days to conduct communications between SpaceX's second generation non-geostationary orbit Starlink satellites and gateway Earth stations in the E-band - specifically the 71.0-76.0 GHz (space-to-Earth) and 81.0-86.0 GHz (Earth-to-space) bands. SAT-STA-20230202-00020 E S3069 Space Exploration Holdings, LLC Special Temporary Authority Grant of Authority Effective Date: 02/17/2023 On February 17, 2023, the Satellite Division granted, with conditions, the request of Space Exploration Holdings, LLC (SpaceX), for special temporary authority for a period of up to 60 days to operate a radiofrequency beacon with up to 56 SpaceX second generation non-geostationary-orbit Starlink satellites on each launch, up to a maximum of 300 simultaneously operating satellites, in order to track and maintain satellite positional information during satellite orbit-raising and for emergency operations once at operational orbit. Page 1 of 2 SAT-STA-20230209-00030 E S2387 Intelsat License LLC Special Temporary Authority Grant of Authority Effective Date: 02/23/2023 On February 23, 2023, the Satellite Division granted, with conditions, special temporary authority for an additional period of 30 days, to Intelsat License LLC to continue to conduct telemetry, tracking and command communications with the Galaxy 15 space station outside of its authorized +/- 0.05º east-west station keeping box at the 133.0º W.L. orbital location. Galaxy 15 is authorized to operate telemetry, tracking and command using the following center frequencies: 4198.0 MHz, 4199.875 MHz (space-to-Earth); 6420.5 MHz (Earth-to-space).
