The applications listed below have been found, upon initial review, to be acceptable for filing.  The Commission reserves
the right to return any of the applications if, upon further examination, it is determined that the application is not in
conformance with the Commission's rules or its policies.  Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue.  Petitions, oppositions, and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted.  47 C.F.R. § 25.154.

 Special Temporary Authority

 Space Exploration Holdings, LLC requests special temporary authority for a period of 180 days to permit communications between SpaceX
 satellites and earth stations in polar regions of the United States at elevations of no less than ten degrees. Specifically, SpaceX seeks to adjust the
 minimum elevation angle from 25 degrees to ten degrees at latitudes above 53 degrees for communications in the 10.7-12.7 GHz
 (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands.

 EchoStar BSS Corporation requests renewal of its special temporary authority for a period of 180 days to continue to operate the EchoStar 16
 satellite to provide Direct Broadcast Satellite service over channels 1 and 2 at the 61.5° W.L. orbital location using the 12.2-12.7 GHz
 (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands. EchoStar states that it will continue to comply with conditions set forth in
