As you note, the DI Group filed the Request in the Commission’s existing rulemaking proceeding, GN Docket No. 13-111, regarding the promotion of technological solutions to combat contraband wireless device use in correctional facilities. In the Request, the DI Group seeks a rulemaking and determination of its iLink system used to detect and disable contraband cellphones. The Commission remains committed to identifying technologies to help combat the illegal use of wireless devices in correctional facilities that endanger prison employees, other incarcerated persons, and members of the public. In 2021, the Commission adopted rules requiring wireless providers to disable contraband devices detected in correctional facilities upon satisfaction of certain criteria and sought further comment on other technological solutions. The Wireless Telecommunications Bureau (Bureau) is currently accepting and evaluating applications to certify contraband interdiction systems to ultimately be used to submit requests to disable contraband wireless devices. To date, the Bureau has received and found acceptable for filing five separate applications seeking certification of contraband interdiction systems for purposes of such disabling consistent with the Commission’s rules. On March 24, 2023, the Bureau sought comment on each of the filings submitted, respectively, by: CellBlox Acquisitions, LLC; ShawnTech Communications, Inc.; Tecore Networks; SOC, LLC; and OmniProphis Corporation.
