Consideration of each satellite application in this Public Notice may depend on the Commission's action 
on another satellite application earlier in the queue. Petitions, oppositions, and other pleadings filed in 
response to this notice should conform to Section 25.154 of the Commission's rules, unless otherwise

Launch and Operating Authority

Starfish Space, Inc. (Starfish) seeks authority for radiofrequency communications to launch and operate 
the Otter 24C spacecraft which will conduct multiple satellite inspection missions in low Earth orbit 
(LEO). Starfish seeks to operate in the following frequencies: 

   • 2025-2110 MHz (Earth-to-space)
   • 8025-8400 MHz (space-to-Earth)
   • 8450-8500 MHz (space-to-Earth)

Intelsat seeks to amend Intelsat 904’s pending modification application (SAT-MOD-20241231-00299) 
by: (1) removing the request to modify the satellite’s platform bias and resulting C-band coverage at 
29.5° W.L.; (2) extending the license term, and previously granted waivers (except section 25.202(g)), to 
December 31, 2029; and (3) requesting authority to operate Intelsat 904 with a -/+ 0.1° station-keeping 
tolerance at 31.5° W.L.
