on another satellite application earlier in the queue. Petitions, oppositions, and other pleadings filed in 
response to this notice should conform to Section 25.154 of the Commission's rules, unless otherwise

Intelsat License LLC requests a United States license to operate Astra 1L, an in-orbit inclined satellite, at 
the 24.5° W.L. orbital location, with a ± 0.1° station-keeping tolerance.  Astra 1L is a Ku-band satellite 
currently licensed to SES ASTRA S.A., an Intelsat affiliate, by the Administration of Luxembourg. 
 
Intelsat seeks authority to operate Astra 1L in the following frequencies:

   • 11.2-11.45 GHz (space-to-Earth)
   • 11.45-11.7 GHz (space-to-Earth)

Blue Origin requests authority to deploy and operate a constellation of up to 51,600 satellites (“Project 
Sunrise”) to operate as a data center in space.  Blue Origin proposes to operate the satellites in circular, 
sun-synchronous orbit at altitudes between 500 km and 1,800 km, with each orbital plane containing 
approximately 300 to 1,000 satellites.
