 1.  Pursuant  to  sections  410(  c)  and  254  (a)(  1)  of  the  Communications  Act  of  1934,  as  amended,  1  and  based  on  recommendations  submitted  by  the  National  Association  of  Regulatory 
 Utility  Commissioners  (NARUC),  2  the  Commission  appoints  the  Honorable  Bob  Rowe,  Commissioner,  Montana  Public  Service  Commission,  and  the  Honorable  Joe  Garcia,  Chair, 
 Florida  Public  Service  Commission,  to  serve  on  the  Federal-  State  Joint  Board  on  Universal  Service,  CC  Docket  No.  96-  45.  These  appointments  fill  the  positions  vacated  by  the  Honorable 
 James  Posey,  formerly  a  Commissioner  of  the  Alaska  Public  Utilities  Commission,  and  the  Honorable  Julia  Johnson,  formerly  a  Commissioner  of  the  Florida  Public  Service  Commission. 
 The  Commission  gratefully  acknowledges  the  contributions  of  Commissioners  Posey  and  Johnson  to  the  work  of  the  Federal-  State  Joint  Board  on  Universal  Service. 


 2.  Henceforth,  a  copy  of  all  filings  in  this  proceeding  shall  be  served  on  Commissioner  Rowe  and  Chairperson  Garcia  at  the  following  addresses:
