The Commission has before it for consideration an application filed by John D. Huddy seeking review of the July 19, 1999 letter decision of the Chief, Video Services Division, Mass Media Bureau, denying his request for reconsideration of the staff's earlier decision granting consent to the assignment of the license of KADY- TV, Oxnard, California from John W. Hyde, Trustee of Riklis Broadcasting Corporation, to Biltmore Broadcasting, L. L. C., and denying Mr. Huddy's petition to deny that application. 2. Mr. Huddy has not specified, as required by our rules, any factors that warrant Commission review. See 47 C. F. R. Section 1.115( b)( 2). Instead, Mr. Huddy essentially reiterates the matters alleged in his petition for reconsideration. We have reviewed the staff's disposition of the petition for reconsideration and find that its ruling was correct and that no basis exists to warrant reversal. 3.
