MARTIN Re: Petition of the Connecticut Department of Public Utility Control for Delegated Authority to Implement Specialized Transitional Overlays While I am pleased that we are taking action on the Connecticut Department of Public Utility Control’s petition to implement specialized overlays, I would have granted the State of Connecticut greater flexibility by not imposing the conditions set forth in today’s decision. Nearly two years ago, I supported the Commission’s effort to grant the requests of several States to lift the prohibition on technology specific and service specific overlays. As I have said before, giving States additional flexibility in how to address numbering issues is crucial, because it is the State Commissions, not this Commission, that feel the outcry from consumers when numbering conservation measures are adopted. 49 49 See Remarks by Kevin J.
