 1.  Pursuant  to  sections  254(  a)(  1)  and  410(  c)  of  the  Communications  Act  of  1934,  as  amended,  1  the  Commission  appoints  the  Honorable  Jonathan  S.  Adelstein,  Commissioner  of  the 
 Federal  Communications  Commission,  to  serve  on  the  Federal-  State  Joint  Board  on  Universal  Service  (Joint  Board).  Commissioner  Adelstein  will  serve  on  the  Joint  Board  on  a  rotation 
 schedule  with  Commissioner  Michael  J.  Copps,who  will  resign  from  the  Joint  Board.  2 
 2.  Henceforth,  a  copy  of  all  filings  in  this  proceeding  shall  be  served  on  Jonathan  S.  Adelstein  at  the  following  address:
