On September 13, 2002, the Wireline Competition Bureau (Bureau) released an order that suspended for five months and set for investigation the above- referenced tariff transmittal. 1 This transmittal sought to increase traffic- sensitive and special access rates in the National Exchange Carrier Association, Inc. (NECA), interstate access tariff to reflect a larger allowance for uncollectibles. On November 8, 2002, the Bureau designated issues for investigation. 2 2.
