 Today’s  decision  outlines  five  legislative  proposals  for  Congress’s  consideration.  These  proposals  appear  to  offer  statutory  changes  designed  to  lessen  market  entry  barriers.  While  these  proposals  all  appear 
 to  have  merit,  I  reserve  judgment  on  the  details  of  these  proposals,  given  that  the  Commissioners  were  provided  with  only  limited  time  to  consider  this  item.
