 By  the  Commission:  Commissioner  Adelstein  issuing  a  statement. 
 1.  Pursuant  to  sections  254(  a)(  1)  and  410(  c)  of  the  Communications  Act  of  1934,  as  amended,  1  the  Federal  Communications  Commission  (Commission)  appoints  the  Honorable  Robert 
 Nelson,  Commissioner  of  the  Michigan  Public  Service  Commission,  to  serve  on  the  Federal-  State  Joint  Board  on  Universal  Service.  2  This  appointment  fills  the  position  currently  occupied  by  the  Honorable 
 Nan  Thompson,  Commissioner  of  the  Regulatory  Commission  of  Alaska,  and  becomes  effective  on  July  1,  2004.  3  The  Commission  gratefully  acknowledges  the  contributions  of  Nan  Thompson  to  the  work  of 
 the  Federal-  State  Joint  Board. 
 2.  Henceforth,  a  copy  of  all  filings  in  this  proceeding  shall  be  served  on  Robert  Nelson  at  the  following  address:

 I  am  pleased  that  Commissioner  Nelson  has  agreed  to  serve  on  the  Federal-  State  Joint  Board  on  Universal  Service.  With  numerous  challenging  issues  before  the  Joint  Board,  we  will  all  benefit  from  his 
 wealth  of  experience  and  expertise.  I  look  forward  to  working  with  Commissioner  Nelson  as  we  endeavor  to  preserve  and  advance  universal  service  for  all  Americans. 


 I  would  also  like  to  thank  Commissioner  Thompson  for  her  service  and  contributions  to  the  Joint  Board.  Her  leadership,  insights,  and  collegiality  have  greatly  enhanced  the  work  of  the  Joint  Board.
