MARTIN Re: Complaints Against Various Licensees Regarding Their Broadcast Of The Fox Television Network Program “Married By America” On April 7, 2003, Notice of Apparent Liability for Forfeiture, October 5, 2004 This Notice of Apparent Liability proposes to fine the FOX affiliates who aired the show in question because it was a taped show and “the affiliates could have preempted it.” This decision highlights the need to clarify that affiliates have the right and responsibility to reject inappropriate programming.
