Pursuant to sections 254( a)( 1) and 410( c) of the Communications Act of 1934, as amended, 1 the Federal Communications Commission (Commission) appoints the Honorable Elliot Smith, Board Member of the Iowa Utilities Board, and the Honorable Ray Baum, Commissioner of the Oregon Public Utility Commission, to serve on the Federal- State Joint Board on Universal Service. 2 These appointments fill the positions recently vacated by the Honorable Lila Jaber, Commissioner of the Florida Public Service Commission and the Honorable Bob Rowe, Chairman of the Montana Public Service Commission. 3 The Commission gratefully acknowledges the contributions of Lila Jaber and Bob Rowe to the work of the Federal- State Joint Board. 2.
