 Re:  Capstar  TX  Limited  Partnership,  Licensee  of  Station  WAVW(  FM),  Stuart  FL,  and  Station  WCZR(  FM),  Vero  Beach,  FL,  Notice  of  Apparent  Liability  For  Forfeiture 
 I  support  this  Notice  finding  that  the  two  licensees  at  issue  apparently  violated  our  indecency  rule.  I  write  separately  to  emphasize  that  the  complainant  had  no  tape  or  transcript,  but 
 did  provide  us  with  a  description  of  what  she  heard  on  the  radio.  I  am  pleased  that  the  Commission  has  unanimously  decided  that  this  description  was  sufficient  for  us  to  find  that  the 
 licensee  broadcast  indecency.  Complaints  should  no  longer  be  denied  because  of  a  lack  of  tape,  transcript,  or  significant  excerpt.
