 I  agree  with  the  findings  made  in  this  Order,  including  the  unauthorized  commercial  operation  and  the  premature  transfer  of  control.  I  am  concerned,  however, 
 that  the  Commission’s  delay  in  action  has  rendered  us  powerless  to  issue  a  fine.  We  need  to  act  in  a  more  timely  fashion  so  that  the  statute  of  limitations  does  not  eviscerate  our 
 ability  to  enforce  our  rules.
