Pursuant to sections 254( a)( 1) and 410( c) of the Communications Act of 1934, as amended, 1 the Commission appoints the Honorable Michael J. Copps, Commissioner of the Federal Communications Commission, to serve on the Federal- State Joint Board on Universal Service (Joint Board). In 2003, Commissioners Copps resigned from the Joint Board in order to permit Commissioner Jonathan S. Adelstein to serve on the Joint Board. At that time, Commissioners Copps and Adelstein announced a rotating schedule for their service on the Joint Board. 2 To effectuate this policy, Commissioner Adelstein will resign from the Joint Board in order to allow Commissioner Copps to rejoin the Joint Board. 2.
