 1.  Pursuant  to  sections  254(  a)(  1)  and  410  of  the  Communications  Act  of  1934,  as  amended,  1  the  Federal  Communications  Commission  (Commission)  appoints  the  Honorable  John  D.  Burke, 
 Commissioner  of  the  Vermont  Public  Service  Board,  to  serve  on  the  Federal-  State  Joint  Board  on  Universal  Service.  2  This  appointment  fills  the  position  vacated  by  the  Honorable  Thomas  J.  Dunleavy, 
 former  Commissioner  of  the  New  York  State  Public  Service  Commission.  3  The  Commission  gratefully  acknowledges  the  contributions  of  Thomas  Dunleavy  to  the  work  of  the  Federal-  State  Joint  Board,  and 
 looks  forward  to  working  with  Commissioner  Burke  in  his  new  role. 
 2.  Henceforth,  a  copy  of  all  filings  in  this  proceeding  shall  be  served  on  John  D.  Burke  at  the  following  address:
