Re: Petition to Establish Procedural Requirements to Govern Proceedings for Forbearance Under Section 
10 of the Communications Act of 1934, as Amended, WC Docket No. 07-267, Notice of Proposed 
Rulemaking
An integral part of the pro-competitive, de-regulatory national policy framework established by 
Congress in the 1996 Act is the section 10 forbearance provision.  Today we seek comment in general on 
the need for procedural rules to govern the Commission’s consideration of petitions for forbearance.  I 
look forward to working with my fellow Commissioners on this proceeding and hearing from all 
interested stakeholders.
