I am pleased to support this order, which the Commission had pledged to 
complete last fall.  In that regard, I thank Acting Chairman Copps for bringing this 
forward promptly.  I also thank the coalition of service providers who worked diligently 
to develop a thoughtful, equitable proposal.  Your efforts have greatly assisted us in 
crafting a sensible decision that properly reflects and accounts for the incredible 
expansion of capacity on international submarine cables.
