COPPS Re: Third Report and Analysis of Competitive Market Conditions with Respect to Domestic and International Satellite Communications Services and Report and Analysis of Competitive Market Conditions with Respect to Domestic and International Satellite Communications Services, IB Docket No. 09-16 and 10-99 I am pleased that this satellite competition report offers some important improvements over the previous two reports. My thanks to the Chairman and the International Bureau for the more detailed analysis of the satellite market, dividing it into fixed and mobile sub-markets, along with satellite radio. This approach better reflects the competitive landscape and will no doubt improve future reports. I am also pleased that the report provides an analytical framework for analyzing potentially anti-competitive behavior in the market. While I am hopeful that we will continue to refine what “effective competition” means, this step represents real progress. I am also hopeful that we will continue to improve our collection and analysis of financial and other data to dig into the state of competition for satellite services. As the National Broadband Plan and our recent reform of the High Cost program make clear, satellite can play a key role in our broadband future. We must continue to foster competition in this unique and important sector of the communications market.
