1. Pursuant to sections 254(a)(1) and 410 of the Communications Act of 1934, as amended,1
the Commission appoints William Levis, Colorado Consumer Counsel, to serve on the Federal-State Joint 
Board on Universal Service.2 This appointment fills the position held by Simon ffitch, Senior Assistant 
Attorney General, on behalf of the National Association of State Utility Consumer Advocates 
(NASUCA).3 The Commission gratefully acknowledges the contributions of Simon ffitch to the work of 
the Federal-State Joint Board on Universal Service.
2. Henceforth, a copy of all filings in this proceeding shall be served on William Levis at
