1. Pursuant to Section 410(c) of the Communications Act of 1934, as amended, 47 
(J.S.C. § 410(c), the Commission appoints Commissioner David N. Baker of the Georgia Public 
Service Commission to serve on this Federal-State Joint Board. This appointment fills the 
position recently vacated by the Honorable Kenneth McClure of the Missouri Public Service 
Commission. Henceforth a copy of all filings in this proceeding shall be served on Commissioner 
Baker at the following address:
