FCC Moves to Expel Hong Kong Telecom from U.S. Telecom Networks FCC Sent CCP-Controlled Telco Order to Show Cause why Commission Should Not Revoke its International and Domestic Telecom Authority -- WASHINGTON, October 15, 2025—Today, the Federal Communications Commission took the initial step to revoke the authority of HKT (International) Limited to provide international and domestic telecom services to and within the United States. Specifically, the Commission’s Office of International Affairs (OIA), Wireline Competition Bureau (WCB), and Enforcement Bureau (EB), sent an Order to Show Cause to HKT and its wholly-owned subsidiaries directing them to explain why the FCC should not commence revocation proceedings against them. As the Order to Show Cause indicates, HKT is affiliated with a CCP-controlled entity—namely, China Unicom (Americas)—that is already listed on the FCC’s Covered List due to national security determinations. “Today’s Order continues the FCC’s work of ensuring that CCP-controlled entities that pose national security risks to our country cannot connect to our telecom networks,” said FCC Chairman Brendan Carr. “As an affiliate of China Unicom—a provider that is already listed on the FCC’s Covered List due to national security concerns—the FCC’s action on HKT today is an appropriate step towards ensuring the safety and integrity of our communications networks. The FCC will continue to safeguard America’s networks against penetration from foreign adversaries, like China.” Over several years, the Commission has on a unanimous, bipartisan basis and on the recommendation of Executive Branch national security agencies, denied or revoked authorizations to provide telecommunications services in the U.S. to Chinese state-owned enterprises, including China Mobile International (USA) Inc. in 2019, China Telecom (Americas) Corp. in 2021, China Unicom (Americas) Operations Ltd. (China Unicom) in 2022, Pacific Networks Corp., in 2022 and ComNet (USA) LLC. in 2022. The Bureaus also directed HKT’s wholly-owned subsidiaries, PCCW Global, Inc. (PCCW Global), PCCW Global Limited, Gateway Global Communications Inc.
